Since they haven't been able to rise upto the challenge, apathy has set in. I don't know if a crash course in community management will help. A course that will teach not only the development of a vision, but also the more practical aspects of managing. Surely the vision is lacking and so is implementation. The ground realities and situation just don't go with the fact that we have some of our brightest people in the administrative services.
